Space disk in F5-BIG-LTM-VE

While the GUI may show that you have available disk space overall (e.g. screenshot below), you really need to check it at a directory level via the CLI.
In CLI I have no access error 'connection refused".
Due to you not being able to SSH to the device, I would hazard a guess that your "/" (root) folder is full. From experience this usually happens when an administrator transfers a BIG-IP software ISO image to this "/" folder (which has a small amount of space allocated to it) instead of /shared/images. You need to log on via virtual console as boneyard said and check file system disk space and see if there are any folders that are 100% full.

Try getting access CLI access via the virtual console from the hypervisor the VE is running on.
